The Chinese, Japanese and Persians have also strong naval bonuses, but less strong than the before-mentioned civilizations. The best naval civilizations are probably the Bengalis, Berbers, Byzantines, Dravidians, Italians, Koreans, Malay, Portuguese, Romans, Saracens, Spanish, and Vikings.
